Official current DPI summary and statement form contradict 14-day-before-starting wording: five days before beginning, or within 14 days of establishing residence, then annually. DPI supports grades 4/6/8/10 with opt-out and monitoring. GED policy supports minimum 16, no younger exception, and online residency distinctions.
